The final payment shall be made at the earliest 20 days before the start of the trip - step by step against delivery of the travel documents to the traveler. Deposits or final payments are only secured to the extent that the tour operator is entitled to accept them. The secured amount shall be used primarily to satisfy payments received in accordance with the regulations.
